CTH D HIGHWAY IMPROVEMENTS
SECTION 4(F) DE MINIMIS IMPACTS TO OLD MILL PARK & BLACK BRIDGE NATURE TRAIL
 

Green Lake County and the city of Princeton in coordination with the Federal Highway Administration (FHWA) is proposing to reconstruct County D adjacent to Old Mill Park and the Black Bridge Nature Trail.  County D (River Road) is located in the city of Princeton in Green Lake County.  Neither Old Mill Park or Black Bridge Nature Trail will be closed for construction.  Due to the proposed transportation use of these properties, Section 4(f) regulations of the U.S. Department of Transportation Act of 1966 (49 USC 303) apply to the project.  Section 4(f) affords protection to publicly-owned recreation areas (resources) including city, state, and national parks, wildlife refuges and management areas and historic sites.

 

Green Lake County has coordinated with the city of Princeton with regard to avoidance and minimization of impacts of this project to Old Mill Park and the Black Bridge Nature Trail and the city of Princeton is supportive of these measures.  This will be accomplished in part by matching in at the shoulder point of the roadway.  This allows for minimal use of property located within Old Mill Park.  An existing culvert pipe in the park that runs under County D to the substation will be replaced and an inlet flush with the ground will be installed in the park.  This will allow parkland to be more usable without any vertical drop-offs.  No new right of way is required as the existing Old Mill Park is entirely in city road right of way.  The Black Bridge Nature Trail located in the middle of the project will have a new driveway apron, which will be entirely in the existing right of way. The use of appropriate best management practices (including storm water, erosion, and dust control, and chemical/fuel handling) will be conscientiously implemented.

 

The proposed road work consists of reconstruction of County D between the north side of the County  D/WIS 23 intersection and the south side of the north driveway to Tank Technologies, Inc., a distance of 0.71 miles in the city of Princeton.  The roadway is anticipated to remain mostly rural in cross-section (no curb and gutter or sidewalk) except a few areas of curb and gutter and one area of adjacent sidewalk.  The project will include replacing the deteriorated pavement, new pavement marking, new permanent signing, replacement of inlets and culvert pipes, replacement of the box culvert near the former railroad grade, and updates to a portion of the city utilities.

 

Based on the avoidance and minimization of impacts to Old Mill Park and the Black Bridge Nature Trail as described above, the Green Lake County, in coordination with the FHWA and the officials with jurisdiction, are proposing a de minimis impact finding with regard to Section 4(f) of the U.S. Department of Transportation Act (1966).  The official with jurisdiction is the city of Princeton that owns and administers the affected portion of the property protected by Section 4(f).  The officials have been notified of FHWA’s intent to make de minimis impact findings.  Should the city of Princeton concur, FHWA will issue a finding of de minimis impact. 

 

Pursuant of 23 CRF 774.5(b)(2), notice is hereby provided of the proposed de minimis finding determinations.  Green Lake County welcomes your comments on the effects of this project on the projected activities, features, and attributes of Old Mill Park and the Black Bridge Nature Trail (the Section 4(f) resources).  Please mail or e-mail any comments you have during the 14-day comment period by July 5, 2019 to:
