Wisconsin Statutes, s. 59.56 govern the powers, duties and responsibilities of this committee. This committee shall serve as the governing committee for the University of Wisconsin-Extension department, its agents, the Cooperative Extension Education program, and the County Library Services. For the purposes of Wisconsin Statutes s. 59.56 (3) (b) the university extension program shall be a department of county government and the committee on Agriculture-Extension Education and Fair, shall be the committee which is delegated the authority to direct and supervise the department. Program functions are established under Wisconsin Statutes s. 59.56 (3) (f) and authorization is given to this committee to direct, conduct and supervise these programs. Members of this committee shall also serve as the governing Board of Directors for the Green Lake County Junior Free Fair. Professionally qualified persons shall be hired by this committee to staff the University Extension office and to implement an Extension Education program in the county. Vacancies and the additions to staff shall be hired in cooperation with the UW-Extension, Cooperative Extension Service. Persons so hired under cooperative agreements and approved by the University of Wisconsin Board of Regents shall be considered employees of both the Green Lake County and the University of Wisconsin-Extension. The Agriculture-Extension Education and Fair Committee may enter into joint agreements with the UW-Extension or with other counties and University Extension if county funds committed in such agreements have been appropriated by the County Board. Copies of such agreements will be filed in the County Clerk’s office. The Agriculture-Extension Education and Fair Committee shall administer and maintain those items as listed in the fair inventory of the Green Lake County Junior Free Fair as filed annually with the office of the Green Lake County Clerk and for the purposes of administration shall be the governing Board of Directors for the Green Lake County Junior Free Fair. The Committee shall work in cooperation with the University of Wisconsin-Extension office in coordinating activities relating to the County Fair. Wisconsin Statutes, s. 59.56 (14), Fairgrounds and Fairs, s. 93.23, Local Fairs, and the Wisconsin Administrative Code, Department of Agriculture, Trade, and Consumer Protection, ATCP 160 shall govern the powers, duties, and responsibilities of the Fair Board, state aids, premium lists, fair rules, regulations and financial reporting. The Agriculture-Extension Education and Fair Committee shall have the power and duty to manage and maintain the fairgrounds during the Green Lake County Junior Free Fair. The committee shall have the authority to contract entertainment services. The committee shall have the authority to contract services and/or hire such personnel as it deems necessary for the adequate management and maintenance of said facilities and grounds (in preparation of, during the fair, and clean-up) within the limit of funds appropriated for this purpose by the county board, state aid, donations and grants. The Board of Directors shall submit an annual financial report to the Department of Agriculture, Trade and Consumer Protection in a format as required by ATCP 160.92. Publication of the financial report shall be in accordance with ATCP 160.92 (6), Wisconsin Statutes, s. 93.23 (a) to (h), s. 985.
The Agriculture-Extension Education and Fair Committee shall consist of five (5) supervisors who shall be elected at the organizational meeting of the County Board in even numbered years.
