Land Use Planning & Zoning

Mission
To assist towns with creating goals for their communities relative to the way that they develop, and to regulate land uses within the county through the enforcement of comprehensive zoning, shoreland, subdivision, and floodplain ordinances, as well as related Wisconsin Administrative Codes, to achieve those stated goals. The uses of land are regulated through a permitting process whereby applicants identify anticipated uses and structural setbacks and the department ensures compliance with the applicable codes. Such uses are regulated to maintain the health, safety, and welfare of the citizenry as well as the integrity of the environment.

The Code Enforcement Office is responsible for administration and enforcement of Green Lake County’s land use ordinances and related chapters of the Wisconsin Administrative Code and Statutes. These duties include review and issuance of permits, compliance inspections, complaint investigation, customer assistance, and maintaining records of all this activity. The Code Enforcement Office is under the direction of the Land Development Director and is staffed by three Code Enforcement Officers.

Land Use Program
The Land Use Program includes administration and enforcement of ordinances related to Zoning, Shoreland, Floodplain, Nonmetallic Mining Reclamation, and Land Division. The goal of this program is to promote the use of land in harmony with its neighboring uses and natural resources, and to protect the public’s safety and interest in the location of structures and uses.

POWTS (Private Onsite Wastewater Treatment System) Program
The POWTS Program includes the administration and enforcement of the Green Lake County Private Sewage System Ordinance, Chapters COMM 81-87 of the Wisconsin Administrative Code, and Chapter 145 of the Wisconsin Statutes. This program's goals are to insure the proper location of POWTS, the proper maintenance of new and existing POWTS, the identification and correction of failing POWTS, and to provide assistance through the Wisconsin Fund grant program to property owners replacing failed POWTS.

The GIS (Geographic Information System) Office is responsible for modernizing and maintaining Green Lake County’s land information records in an electronic format through the development of a countywide GIS. The basic building block of a GIS is the land surveying reference network layer from which all other layers are created and referenced. Other layers include, but are not limited to, parcels, zoning, roads, hydrography, soils, and orthophotography data layers. This office also works with other county departments to integrate their land records data into the GIS for countywide utilization. The GIS allows for the rapid and up-to-date transmission of data for use in daily countywide operations and by the general public.

The Land Development Office oversees all offices and activities within the Land Use Planning and Zoning Department. The office provides coordination and assistance to the Planning and Zoning Committee and the Board of Adjustment, as well as other County committees and departments. This office provides assistance to the public, which includes review and assistance with requests for land division and analysis of development proposals. Additionally, the Land Development Office reviews and recommends updates to land use ordinances such as the Zoning Ordinance, Shoreland Ordinance, Floodplain Ordinance, Land Division Ordinance, Nonmetallic Mining Reclamation Ordinance, and Sanitary Ordinance.

The County Surveyor’s Office was created by State Statutes and is responsible for those duties as outlined therein. The general description of these duties includes performing land surveys required by the County or the court, and maintaining the land surveying records through indexing and filing of land surveying data of Green Lake County. Private land surveying entities must submit copies of land surveys to the County Surveyor’s Office within 60 days of completion; these surveys will then be filed for public record.

Pursuant to Wisconsin Statutes (ss. 59.72), the Green Lake County Board of Supervisors adopted, by County Board Resolution # 17-2005, that the County Land Information Office be established within the Land Use Planning and Zoning Department and the department director be designated as the Land Information Officer and the official contact person for that office. 

The Land Information Office:

  • Coordinates land information projects within the County involving other governmental and private entities as project participants.
  • Develop a county-wide land records modernization plan and obtain approval from the Wisconsin Department of Administration within 2 years after the Land Information Office has been established.
  • Review and recommend projects from local governmental units for grants from the Wisconsin Department of Administration.
